Monday. I’m at the co-operative and want to buy four kilograms of cat food. I always take a small bag with me from home so I don’t have to use disposable bags, because they end up in the rubbish anyway. REUSE is very important to us. We recycle almost everything. We, that’s Jeremy, my colleague and I, live and work in Monchique, in the south of Portugal, and we specialise in installing sprinkler systems that can be used to put out forest fires. A few days ago, on that Monday 28 April, there was a controlled, unannounced and sudden power cut throughout Portugal, Spain and other parts of the European Union. We were all unpleasantly surprised by this. You will certainly remember it, as we do. It was Monday lunchtime and all of the lights went out at midday. Public life almost came to a standstill. The supermarket tills stopped working and you could no longer withdraw money from the ATMs. At the co-operative, they had an electric scale that they used to weigh the loose cat food. That failed first. After that, the Multibanco payment system was no longer usable. Thank goodness an employee had left the till open just at the moment of the power cut. So at least there was still some cash left.<\/span><\/p>\n

We in Monchique somehow manage to help ourselves on such occasions. At the co-operative, they still had an old hand scale with which you can manually weigh the cat food, the seed potatoes, the bean seeds etc. and of course I could also pay the five euros and sixty cents for the cat food with coins. It’s only against fraud that we are often still somewhat powerless in Monchique…<\/span><\/p>\n

What kind of week was that, I ask myself now in retrospect? It’s now ten o’clock in the morning on Saturday 3rd May and this upside-down world is slowly coming to an end. We are now in a car park for towed cars belonging to the Portimao-based transport company Florival & Marreiros Lda. in Estrada do Belmonte, number 2. The site is fortified like Fort Knox. A wall several metres high runs around the towing company’s fleet of vehicles with the cameras; no sign tells us who is in residence here. A very high gate slowly opens electrically for us. We are let in. The electricity is back nationwide. No bell. No door opener, the gate rolls and opens to reveal a park with broken cars, temporarily parked \u2026<\/p>\n

\"\"In front of us, a tow truck piggybacks into the yard with a car that is not roadworthy. We follow with our replacement car, because our own publisher’s car, an electric Renault Zoe, has been parked here since Tuesday evening, 29 April, and is standing around lost in the world. We had actually been promised that it would be towed to the Renault workshop in Faro before midday on Wednesday 30 April. But it never arrived there, we were told by Renault several days later, on Friday shortly before the workshop closed for weekend. Doesn’t anyone from the insurance company check what else the towing company does with the insured and unroadworthy cars? Do we have to take our Renault ZOE to Faro ourselves? We have now searched for our towed car, which was ordered by the insurance company Generali and its Assistencia em Viagem<\/i>, ourselves. A car can’t disappear without a trace. The towing service in Portimao doesn’t steal cars and simply make them disappear after towing them away… This can’t be the much-vaunted Assistencia de Viagens<\/i> of the Tranquilidade insurance company! The towing service’s car park becomes the temporary final destination for our Renault ZOE?<\/span><\/p>\n

Friday. The fact is, the publisher’s car was towed away by the towing company Florival & Marreiras Lda. Portim\u00e3o<\/span> on Tuesday afternoon at 5pm and 30 minutes in Monchique on the instructions of the Tranquilidade insurance company and \u2018still\u2019 had not arrived at the official Renault workshop (Carby) in Faro by Friday at 6pm, at the end of the week.<\/span><\/p>\n

\"\"This is confirmed to us by the head of the Renault workshop, Senhor Gon\u00e7alo Javier. We ourselves are also in Faro on Friday to check it out. Something is wrong here. And since we’re journalists, we start searching now, researching to find a car, especially if it’s the publisher’s own electric car. Here, at the so-called breakdown service Florival & Marreiros Lda, it is parked alongside hundreds of other broken-down vehicles that have been towed away and temporarily parked in a row behind the wall, inside Fort Knox, Estrada do Belmonte number 2 in Portimao. Why wasn’t it transported to the authorised Renault workshop in Faro during the week, as contractually agreed with the insurance company; and … why is it still parked here in Portimao for the next weekend? Is it to save costs? Is the towing company waiting until it has five or six broken cars together and can load a larger lorry with them?<\/span><\/p>\n

Let’s jump back to the week before. On Tuesday morning, the power is back after the nationwide blackout (apag\u00e3o). I drive the van to the public electric fast-charging station in Monchique to recharge the battery. I hook up the electric Renault to the Galp charging station in the centre of the village. It’s ready to charge but doesn’t work, even though it says otherwise. I drive to the next charging point: the EDP charging point at Intermarch\u00e9. I plug in my charging cable there too. And then something happens that I wasn’t expecting. The dashboard of the car suddenly displays a red warning that I should have the Renault Zoe’s electrical system checked. <\/span><\/p>\n

At this time on Tuesday morning, the electric car had a battery charge of only 18 kilometres and cannot be recharged. After that, the car could be left on the road somewhere pretty quickly with an empty battery, and me with it, because the EDP, after the electricity has come back across the country, has probably damaged the car’s battery management system. I can still drive back to the office. Then I park the car and report the damage to the insurance company: \u2018Assistencia em Viagem\u2019 at Tranquilidade Insurance, which belongs to the Italian Generali Group.<\/span><\/p>\n

In good faith, they send us their contractual partner, the towing company \u2018Florival & Marreiros Lda.\u2019… which takes a few hours to find ECO123 in Monchique. Finally, at 17:30, the electric car is pulled onto the tow truck and it is agreed that the car will be transported directly to the Renault workshop in Faro the next morning… You’d think that would be a no-brainer.<\/span><\/p>\n

So far so good? The car never arrived in Faro, although I was told the opposite on the phone by junior manager Rafael Marreiros. The car is in Faro and just needs to be delivered to Renault. He says this in several phone calls on Friday at 10am, at 4pm and again at 5pm. By then, we are already at Renault in Faro ourselves, waiting for our publisher’s car to reach the workshop. Instead, the car is parked 80 kilometres away in Portim\u00e3o in the Fort Knox of the towing company Florival & Marreiros Lda.<\/span><\/p>\n

\"\"Let’s recapitulate. Honesty, speed and reliability are the virtues of any insurance company. Tranquilidade provides each of its customers in the motor vehicle sector with a competent towing service together with an insurance company and the guarantee of a replacement vehicle for one week while the vehicle is being repaired (six working days). ECO123’s publishing trolley had a problem with the loading mechanism after the Iberian blackout. It was towed from Monchique on Tuesday 29 April and was due to be repaired the following morning, Wednesday, at the Entreposto (Renault) workshop in Faro. However, it was not, due to an unauthorised and uncommunicated decision by the towing company. So can any insurance customer who is towed away by Florival & Marreiros end up in Fort Knox instead of the authorised workshop? Rafael Marreiros repeatedly denied on the phone that the car was anywhere other than in the Renault garage. Most customers are satisfied with a phone call. If ECO123’s electric car had arrived at the Renault workshop on Wednesday morning as promised, it could have been repaired within three days and a replacement vehicle would not have been necessary at all – further extra costs from the insurance company for a hire car could have been avoided. Instead, the electric car was parked for a week without authorisation – and as this report was written, the publisher’s car has still not arrived at the Renault workshop in Faro. <\/span><\/p>\n

\"\"The insurance company Tranqulidade (Generali) will certainly have to think about whether to continue cooperating with a towing company that parks the cars of insurance customers in its own yard (Fort Knox) for a longer period of time and only deliver them to the workshop when it can transport at least five cars on a large lorry at the same time. At least that’s what an insider from the industry claims. Broken-down hire cars from the tourism industry are particularly affected. What saves costs for one company drives up the costs of another. That’s the way it is in the insurance industry and often in everyday business too.<\/span><\/p>\n

The problem was solved this week with a word of authority from insurance agent Miguel Gingeira from Monchique: Renault confirmed receipt of the electric car on Monday afternoon this week. Next Monday I’m going shopping for cat food at the co-operative in my hire car. I have four cats and each of them eats one kilogramme of cat food a week. The rest of their hunger is taken care of by the mice…<\/span><\/p>\n
